Fanning out entire boards in router will need cleanup unless you
you want via in SMD.
Here are some settings to reduce cleanup work. In design properties dialog, pad entry tab, turn off all options. This keeps fan out inline with but off pads. Topology tab, turn off allow junctions to vias and traces. This stops pins sharing fan out. On layer bias tab turn off outer layers but leave them on in layers tab. Not sure why this works but router will use the layer and route minimum length to get to internal layers, other wise it may go over and connect to neighbor pad.
