Sure you can:
Select one or all of the components you want. They need to be on the same side.
Right mouse click and select Add New Label in the context menu.
Click on the Attribute drop down box then select Value.
The Show drop down box should also be Value. The name is a coincidence.
Edit the settings for layer and text size.
Move the labels to where you want.
In the CAM settings for your silkscreen, be sure Attributes is selected on the layer you use.

Could you just tell me how I go about moving the labels to where I want them to be ?
They dont appear on my PCB, only on the preview when printing and I cannot move the labels in the preview screen.
On the Setup, Display Colors menu, put a check in the box over the column for Attributes if it's not there, and assign a color for the layer you put the labels on. Then you can see and edit them. They are moved just like the reference designators.

My last question (promise)... is there a way to generically change the font size for the "Value" attribute.
Only the font size is way too big on the PCB.
I dont want to have to individually, manually reduce each font size for each "Value".
Is there a way I can reduce the font size in one go ?
Use your Selection Filter.
Right click and select Filter from the context menu, or choose it from the Edit menu.
Click on the Nothing button, then check the box next to Labels.
Use the Setup Display window to uncheck the Ref Des column. The Attributes column remains checked.
You can now select all of the Value labels with a window select.
Right click and select Properties from the context menu.
Change all of the values you need.
Click on Apply or OK when you're done.
