I have a bga with stringers that have been created by using an area rule. Everything works fine so far, except that when I try to move a stringer via that lies within the boundry of the bga, I get an error message that the "via cannot be moved". The problem is, vias that are part of the bga (and even part of a diff pair) that are attached to the outside ring of pads are moveable, it's only the ones that are from the second row in are not moveable.
I must have some type of routing obstruct turned on somewhere but can't see how.

I assume that those vias are not locked or fixed, right?
Try switching "Online DRC" of temporarily and see if you can move vias. If you can then look for a design rule (clearance?) that blocks movement.
