I am not sure if this is the correct answer.
I downloaded the Rule Area Explorer as well - unzipped it and tried it.
I opened the form and the window only showed up like this picture:
After that I look at the properties of the file and saw, that it was read only.
Deactivating read only showed me following things in the menubar:
Now I was able to open and edit the script form ....

If you have Automation Pro license you can edit the efm via the IDE in Expedition (File->Open Script Form) after changing the file attribute from read-only to read-write. After opening the form in IDE, execute "stop" button and then execute "view script" button. In the "Object" pulldown, select "TheView". In the "Event" pulldown, select the "EventInitialize" event. Change 'GetObject(, "MGCPCB.Application")' to "Application" so results s/b "Set app=Application".
This ("Application") will return the application instance the script was executed from or drag & dropped onto. GetObject returns the 1st occurance of the specified application, not necessarily the one you intend to execute on if there are multiple instances..

the writeable flag was the thing I missed.
Seems the issue was in front of the sceen ;-)
