It seems that your enviroment variable of %systemroot% points to a wrong path, normally it should point to C:\windows.
On the command console, try to keyin "xcopy" command, if the system report that it can't recongize this command, please go to the windows home\system32 directory, and keyin "set SystemRoot=C:\Windows" and keyin "regedt32". You may search SystemRoot and correct it's value.
After reboot, you may reinstall it.
Please take carefully!

I seared with Registry Editor, but lots of findinds in value data, like " %SystemRoot%\system32\accwiz.exe,0" ,how to correct it? All need to be corrected?
Don't change other such like " %SystemRoot%\system32\accwiz.exe,0", only check "systemroot" name . You should search "systemroot" string with full match option and also search "windir" to see if it inpoint to "%systemroot%" in the reg.table, see below snapshot.
Please search all entries and correct all entries, and be carefully. Before doin that, it's better and safe to backup the reg.table (file-Export).
