OrCAD renamed some files by prefixing them with "or_". The netlister is looking for the file usernetl.dll, so you need to find the new version and copy/rename it. It needs to be located in the "netforms" folder.
Also, if you use PowerNet under windows7 you will need to run this MS file to install the VB5 runtime DLLs (MS doesn't install them automatically anymore):

I renamed the orusernetl.dll to usernetl.dll and was able to get powerNet started up, but I'm getting an error when I go to write a netlist.
The PowerNET error is:
Run-time error '453'
Can't find DLL entry point WriteString in usernetl
Could you please help with this one? I'm trying to import geometry heights into pads.
I did download and run that file and it says it was sucessfully installed. I still have that error though.
I have the exact same setup (windows 7 and 16.3) and I am getting this exact same error. Any suggestions?
