This is not possible using the configuration files, the data displayed is hard coded.
Can I at least force it to default to a specific border?
In your WDIR Directory... \Templates\DxDesigner\Expedition or Netlist...
Place your Borders.ini file and have lines like this in it...
When a new project is started in DxD, these will be your Format Sheets used for your Template. It will also drive the Dialog to Default Open to this Format Title Block choice.
Not currently, but in the next release 7.9.2 (PADS 9.3.2(?)) it will highlight the border specified in the users DxDesigner.xml file by the SHEETSIZE keyword, which corresposnds to the default sheet that is used in the Setup -Settings - New Sheets - Default Sheet Size.
The current behaviour bugged me too!

I am currently testing the version, and I can tell you what Robert states is working, this is how I came up with the Answer.
