If you are using PADS Logic there should be a 'Rename Parts.bas' script in your 'Pads Projects\samples\scripts\logic\unsupported' folder that will allow you to renumber per page. I haven't used it.

Is there a version of the script that will work with Pads Flow version of DxD?

I see your point, the script should work with the PADS flow, but it needs to be adjusted for the reference designator property name which is "REFDES" in the PADS flow and "Ref Designator" in the EE fllow.
I can't commit to modifying the property in the script right now, but it is user editable in the .efm form.
The descriptions here and in the script's Users Guide make it look quite useful....but ...What is an .efm file?
The Zip file contains assignrefdes.efm and the functions that need to be modified. It appears to be partly ascii but has a bunch of "foreign/non-ascii" characters at the start of the file, so I assume notepad cannot be used to edit this file. I'd guess an Expedition Ap is required???
Would Mentor support net be able to help with this seemingly minor revision?

An efm file is a script form that contains visual basic programming, Open your schematic and then from DxDesigner File> Open> File> Script Forms. It is a simple method to create and use automation.
